There should be a pseudo-intelligent city advisor to give humans advice.
 It's probably better that this be written separately from the core AI.
 No doubt Raimar would say it should function as an agent.

Regardless, I don't think leaving the current production as it is is an
option.  Building a library when one is already present will probably
create all sorts of havoc.
