From my user (new) point of view they are ok. 

The logic for the rule we proposed is that somebody of ours has to be
'here' to see what really happens (like the 1.14 behaviour when allies
can see units in a city or in a transport, but not elsewhere). 

What is a 'somewhere on the tile'? Are they different stacks on the same
tile?
