Hm, every bombarding unit may be under on-coming attack. Especialy when
opponent has bombarding ability too.
Romans had special ships with catapults, onagrs, ballists for attacking
shore opponets.
Frigates were used actively for bombardment cities in XVIII-XIX.
I'm for at least Cannon and Frigate get the Bombarder flag.

This statement is right only for old carriers (before 1970s). Modern
carriers have mighty missile arms. But in Freeciv Carrier shouldn't
have this flag, imho.
BTW, too few naval units to me. Bombardment make this shortage to be more.

PS Is it possible to give something like bombardment flag for Coastal
Defense (using something like Colonisation fortress model)?
