Well. I have updated the patch.
Now its against the latest CVS snapshot available: freeciv-cvs-Feb-27.tar.bz2
the patch is here:

BTW, the December version of the patch aplied practicaly ideally even unchanged.
It required me to make only a couple of very easy changes with no connections
to program logic. only an addition in configure.ac and some empty line.

So, you can go ahead and try it.
