An update:

What has changed:

- Lists are now inset rather than raised to prevent people thinking
they're movable windows.  The headers have changed are now green like
the citypopup GUI.  This is probably temporary depending on what
people think should change colour, the background or certain elements
like list headers and progress bars.

- The tax sliders have been completely redone.

- A few minor fixes
