* Start server and client.
* Connect to server.
* aitoggle
* start game

It works fine for me.  You may have to toggle the "manual turn done in ai
mode" client option.

I don't know how to connect to an existing AI player.  If I /create jdorje
and then connect as jdorje, I get two players.
