Hi,

i suggested it long time ago but not in rt. I'm for changing the chances
where a diplomat is succesful.

Current solution is:

Anarchy: A
Despotism: D
Monarchy: M
Communism: C
Republic: R
Democracy: D

Happy H == all cities are bribeable
Content C (happy cities aren't bribeable, rest is)
Unhappy U (perhaps there should be a second state unhappy2)
None N ( no city is bribeable )

my idea: (not perfect now ...)

Where a succesful bribe is dependent from the diplchance. With that we
reduce the power from diplomats in a very efficient way.
