Approval as an alternative ruleset to be tested, loadable from pubserver.

Diplomats as ultimate attackers could be countered with the recent
'D-Day proposition' made on Freeciv ML and/or the proposition of
unbribable cities in certain cases (see thread autodiplomats in freeciv
ml, august 2003).
