At runtime there are only rulesets, tilesets and nations.
Their installation can be made much easier.  But there are
no plans for real runtime loadable modules.

At compile time there are many patches to try.
But usually patches affect both the client and the server.
freeciv.org can only compile Freeciv for a couple of platforms.
Have you seen the autocompiled Windows binaries?
