Yes, and there is a trivial fix without all the complications and new features
of your options - check the corecleanups.

Your complications make handling the original Civ-compatible polar world with
its specific features impossible to implement correctly, and screwup evolution
into proper polar options in the absence of this compatibility fix.

Just fix the bug, don't add ahost of new problems, please.

And leave the real evolution to a proper RFC and full effort where people with
an inability to see a broader picture can get a full version of things, rather
than a sequence of hacks that in isolation might look reasonable, but in total
make things a mess.
