Even it is not helpful I have to comment that this shows that it looks
like it is non-trivial to add a unix-ish development environment to
windows. It looks like the problems are not primary in freeciv but in
the basic unix emulation software.
I have used cygwin for quite some time as a user (I didn't compile one
C program but wrote some python scripts and some java) and was quite
satisfied. No real problem. It got ugly when you had to call native
windows binaries in script which expected the other path syntax.
I can always ask why do you do this. But I'm sure that you have your
reasons to spend your time on this. If you success please report back
your findings.
