These directions are not specific enough.  For instance, they refer to
Cygwin, Cygwin-mingw, and MinGW environments as the same thing, but they
are not!  I've done plenty of RTFM and I have spent 3 solid work days
trying to build Freeciv.  I'm very glad you guys are around to ask
questions, I would have given up otherwise.

The current instructions assume too much familiarity with tools and
procedures.  The typical Windoze developer, like myself, is not up on
the fine points of UNIX-ish compilation environments.  The instructions
need to be very specific about what packages to install, where to obtain
them, and all steps and caveats.  I will be happy to provide more
specific, more verbose, more robust instructions once I've got a build
method that actually works.
