The client updates are drawn too slowly, and the client is unable to keep up with the server. This is a problem with the win32 client (in 1.14.0) because the graphics updates are very slow (more technically, because the city descriptions are redrawn for every update - which should probably be disabled in 1.14, I'd say).

In the options dialog, you should be able to disable some aspects of animation. This will speed up the graphics so that it should be able to keep up.
