There are three states: pregame, running, and endgame.

/start moves you from pregame to running.

/end moves you from running to endgame.

You move from endgame to pregame when everyone disconnects.  It was
suggested that there should be a server command for this as well.


like "start --force" or "start --disconnect"?

More likely /restart.

In the meantime I'd suggest that the error message for 'start' be
changed based on the server state.


maybe start could just cut all existing connections?
(possibly after a confirmation)

Kinda hard to start a game without any connections...
