   What about an attribute-based placement system based on tile types? 
For example, Viking placement could be "ocean,tundra,hills"; look for a
designated starting point near the ocean, then look for tundra, then
hills.  The placement algorithm could try and find a best match for each
nation and starting point.  Maybe even have north/south/east/west
designations; assuming, of course, that each map has a known pole system
(I've only skimmed over topology discussions recently).
