Yes, but the information is not stored on a citizen-by-citizen
basis.  The city keeps its national identity (and its graphical
style) for a period of 50 turns, IIRC, during which time it has an
extra +1 unhappy citizen (drone) for you to deal with.  If you keep
the city for the whole time period, it becomes yours, and the
graphics change to yours, and you lose the unhappiness penalty on
it.
