Don't think about the layout of the code when speaking about new
features.

I like the concept of nationality too, but it's not enough i think. 
What about religion? 
Many wars were/are because religion :-(

A citizen can have:
race
religion
nationality

Perhaps something like profession like in colonization is nice (slaves,
carpenters ...)

I think we don't have to make freeciv like civ3. Look at the ideas and
when they don't go far enough improve them.
