Inside an enemy city??

(Yes, I know that diplomats/spies do not _actually_ move inside the city,
but that is what conceptually happens.)

You might be suggesting that the spy is allowed to escape to a tile
just outside the city. This is, however, often much preferable to
teleporting to nearest own city, since you can immediately or next turn
attempt the same/other diplomat attack. I consider that a very bad idea.
