[Freeciv-Dev] (PR#4599) IPv6 support for Freeciv

The attached patch is the IPv6 patch which Debian picked up, fixed and
has been using for 5 months without any reported problems.

The patch still has many comments that should probably be removed. As I
don't really know what you guys want or don't, I left them there as it
won't take more than 3 mins to get rid of them if they are unwanted (I
personally think they are worthless).

Credits for this go to Luc Beloeil, the original author, and Fabio
Massimo Di Nitto, who fixed all the problems with the original
implementation.

The patch is against 1.14.

Hope to see this in for the next version!
