 This fixes the "windows sent to back" problem for people using click to focus.
* Fixed a bunch of bugs in the worklist dialog.


I think that this change was an error. Previously you had the
science-dialog open but behind the main window (if you have a small
screen). You have used Alt-Tab to show it.

This always bugged me. The cityrep window would always go away, and I would have to do extra work to bring it back. I'd rather just close it manually, and bring it back up with the press of a button if necessary.

But now you either have to
leave it closed and open it on demand or leave it open but move it
outside the main window. The latter costs screen space.

But what's wrong with the former? It doesn't seem any harder than the alt-tab solution.
