1. But barbarans _can_ be bribed.  The history of last days of Rome is all 
about bribing!!  And I guess when they are bribed, you can settle them and 
start a new town.  So I would consider it a feture...

2. If we don't consider it a feature, then please use is_barbarian 
function on unit_owner in the patch.
