This is already part of the CVS version and will be in the 1.15 release.

Actually, it's in 1.14.0 as well. You have to manually add it to the city report. In the GTK client do this by choosing the "Configure" button, then toggling "Pollution" on (other clients should be similar). Don't forget to save your settings afterward (if you want the change to be persistent).
