I found this announcement for freeciv 1.11.0:

It says:  - Added correct Civ2 style of Apollo wonder (shows entire map, 
rather than just cities).  Selected by "civstyle" server option.

'help civstyle' explains the same:
  Sets some basic rules; 1 means style of Civ1, 2 means Civ2.
  Currently this option affects the following rules:
    - Apollo shows whole map in Civ2, only cities in Civ1.

My server says: civstyle      =2     (1,2)          Style of Civ rules

But I can't see the entire map, so this is a bug, isn't it? (README.rulesets: 
The civstyle option will be removed in the near future) I read nowhere 
that this feature has been removed.
