I think this is a very good idea.  It will do a lot to resolve the
problem of having to play solitaire for 1 or 2 hours before a
stronger opponent finds and butchers you.

On gen 2 or 3 it doesn't really matter that the cities are in huts:
I like to have some exploring to do anyway.
On gen 1 or 5 it can lead to interesting gameplay.
 
Logically you are doing two things:

  - changing the density of the huts
  - changing the contents of the huts to all cities

I prefer (and civserver's tradition also prefers) that these would
be separated and the existing interface would simply be extended.
E.g. you can have a 'hutcitychance' variable and a 'hutdensity'
or 'hutdistance' variable.
