In recent (1.14.1) CVS civservers the -q option no longer works.
The server claims to exit but doesn't.  Instead it keeps repeating
the quit message.

When last player disconnect server say:

But it doesn't exit.
And new players can't connect too (server doesn't restart).
The old player can connect but can't continue the game.
The server restart the game only the player disconnect secondary.

The version from cvs has the same bug (is this bug?).
