Will version.c be recompiled everytime?

Head has no branch name.

An idea, though:

  "1.14.99-devel-" + number of capabilities

Then present cvs would be "1.14.99-devel-7". That stupid conn_info
capability will inflate the number, but I guess we'll kill it one sunny
day...
