I didn't try to "reproduce" the bug, but it happens apparently in the
following cases:
- large map (possibly)
- change of instances of civclient (I play at two different places, or
overnight, and I kill the civclient in the middle)
- a city was created in the preceding turn (or turns).

What this means, I do not know. I had several other buggy files (maybe I
have some more). I can try to find one and the former turn and send
them.
