1.13 is the latest stable released, you are right.

But there is an official 1.14.0-beta1.
I'm talking of that one.

To be more precise, I'm talking of the 1.14 stable branch in the cvs.

If you issue this command:
cvs checkout -r S1_14 -d freeciv-1.14.0 freeciv

You'll download from CVS the actual stable (beta) branch in the cvs.
