Hmm... were you running an all-AI game that flooded the client with
packets?
Did you have the same problem without that patch?
In case neither of these events are true maybe something else changed in
the code since 1.12.0 that is making the client not read the data the
server is sending it in due time.
Either way the fact that the client is taking more than 60 seconds to
process a packet sent by the server means something must be seriously
wrong here. Unless there is some subtle bug in that code. If there is it
is odd that it is only showing up now. The code isn't exactly large
either...
