Here's a counter-proposal: allow irrigation of tiles that are
diagonally adjacent to water, not just orthogonally adjacent.
Civ:CTP permits this.

I'd also point out that in SMAC, you can create rivers ("drill to
aquifer"), with certain restrictions.  (You need tech, it takes
time, and you can't create a river on a tile next to an existing
river.)  The river that's created wanders randomly, from high
elevation to low elevation, until it reaches water.  But SMAC also
has no restrictions on the construction of farmland (you don't have
to be next to water or farmland to farm a tile), so it's obviously
a radically different approach.
