IMHO you only skimmed the changes.txt. Things you forgot definitely:
- allow up to 64k nations
- if you mention savepalace you also have to mention notradesize,
fulltradesize and wtowervision, wtowerevision
- fundamentalism should be mentioned in the "new features" section
- you also forgot the tech_cost_style not to mention the new
bonus_message ;)
- it may also worth mention that the isometric spec file format
changed. We also had a question about this.
- there may be more which I currently have forgotten
