[Freeciv-Dev] Lexxy 13

Lexxy 13 is now available on ftp.freeciv.org.  It's screenshot at
speyer1-b.student.umd.edu/tilesets has also been updated, and a tarball of
that placed at ftp.freeciv.org.

Changes include:
  * less troublesome coastlines
  * engels settlers and engineers
  * new partisan and chariot (modified cevo)
  * incremental improvements and bugfixes to many other units.
