Redhat 6.2 (from two years ago) contains automake 1.4. Redhat 7.2 (the
newest version) contains automake 1.4 and autoconf 2.13. So I don't
see why we should support automake version 1.3 (this version really
old). Also autoconf 2.52 will take some time to soak into all
installations (if Redhat includes the new version in its new
release). So from my point of view we should use automake 1.4 and
autoconf 2.13 for the next year.
