You need to mention the difference between Heli and Air. Heli can take over a

Aren't there more differences too? Do Heli units use fuel? Can they land
on Carriers? Heli units can carry paratroopers, no? Never used them.
In CivIII helicoptors can carry a single unit of infantry from their
airbase to a dropoff point. They may also be able to ferry units back.
But then, air units are *entirely* different in civ 3.
Paratroopers obviously wouldn't be flown on *helicoptors*, though you
might think they'd need a plane to drop off from. Perhaps they use
commercial planes, and just jump out at the right moment? :-)
