        Heli units lose HP rather than use fuel.
        I don't know if they can land on Carriers.  They "should" be able
to.
        Heli units have no carrying capacity.  That's a sea-unit only
thing.
        Paratroopers do not need to be carried.  They "teleport" up to 10
squares away from their base, and then get 1 movement point.  Thus even
though they are weaker than many other units, they may not need ferryboats,
etc, and can be a great time saver.
