Although, an enterprising GL hacker might feel like trying it out.  It
would be perfectly possible to use the fast scaling in modern graphics
cards to allow intermediate tile sizes. For a similar idea, look at
'GLhack', which is a GL-frontend to nethack which scales their
tilesets.

Although using GL for a 2D program like freeciv sounds daft, it could
actually make certain very pretty effects possible: sexy translucent
fog-of-war, possibly translucent shields/flags etc.
