[Freeciv-Dev] [Patch] More events

Patch has to be applied on top of extend_options1.diff. The patch
 - introduces a new method create_event.
 - adds some notify_* calls
 - change E_NOEVENTs to more specific ones
 - remove BROADCAST_EVENT
