Here it is. In addition to the introduction of various methods to
calculate the cost of a tech it also does more changes:
- move total_bulbs_required from game.c to tech.c
- expansion of the player_research struct to include cached values
- remove a similar cache (num_unknown_techs) from the the ai player
struct
- remove TECH_MARKED
- introduce found_new_future_tech
- a lot of other changes in tech.c
