[Freeciv-Dev] Selecting Production Window (PR#1)

I'm just starting running free-civ so please advise if more information or
clarification is required.

The problem I'm facing is that selecting productions in the worklist popup
for a city is VERY hard.  Most clicks 3 out of 4 are interpreted as a scroll
request and jump down the list.

Platform: Win 2000
FCiv Version: 1.12.0
