offical version of gettext 0.10.38: contains msgfmt tool

version gettext which comes with freeciv: based on offical gettext
0.10.38 and doesn't contain the msgfmt tool

So the question is: why has the msgfmt tool not found its way into the
freeciv version? Can it be added? How?
