Yes, I think you have to go there. The agents must get somewhat
tolerant of whether their commands are fullfilled by the real
world (=server).

.. and saves some extra communication between CMA and server.

Hhm. When the new turn starts, the "turn done" button gets active
again, and the timer is set and starts. Are you sure you need
this packet?
