From what I have seen, the AI is as incapable of understanding your
question as we are of figuring out what it does. :-)

I "think" the AI recomputes everything each move/turn with no real
long term strategy concept other than completing an ACTIVITY_GOTO
unless broken by running into something, in which case it recomputes
its next activity from scratch. 

But even ACTIVITY_GOTOs seem to suffer wakeup actions as part of 
normal handler code and get reset.

Note this is not necessarily bad, as the AI is really a tactical vs
strategic player.
