That's not true.  The behaviour is precisely the same with and without
my patch.

I wouldn't protest if someone changed the behaviour such that each
worked tile is equally likely to become polluted.  Off course, it is
unlikely that anyone really cares if border tiles are slighly more
likely to become polluted than other tiles.
