No. It is just a feature which I hear about the first time. So far
nobody has mentioned/requested it. IMHO the game play value of a
dynamic scenario is limited: it may easily become boring. And it costs
more time to design and develop. I have no problem if people want
dynamic scenarios and there code to support them.
