I remember it being discussed here earlier (two years ago or so). One
possibility raised then was replacing some of the complex but hard-coded
mechanics in the rulesets with using an embeded language in the rulesets.

Another idea I've had is to use such an embeded language to write a
tutorial mode for freeciv. It is certainly nice for modpack writers.
