        Hi!

Well, on 16 september, my patch introducing angry citizen has been
applied...

But, if some of you have tried to use it, they have discovered that this
is impossible, in fact the capability string necessary to have this
feature turned on, has been left out of the patch, probably because
capstr.c is under big modification and nearly every patch on
this file has to be done by hand...

Now, I submit a new patch, fixing this error.

The patch contains also a icon for Fund. gov. (please, don't blame me)
and some other modification on code related to AI and happiness, so that
AI can take into account the
new option.

To Hawk : I've tried to figure out the meaning of various part, and
applied this gold rule, 1 angry stands for 2 unhappy, take a look at
thos modification and let me know what you think...

To Mike Jing: Hi Mike!! I noticed you post a patch on trade routes few
days ago, I've said before that the angry citizen patch, started from
your work [Residue happiness]. I would like to know your opinion on my
patch, and if you want to help me, the next goal is to port your patch
that made happiness depend on number of cities in a more smooth way.
