I've a copy of civ II and a copy of Civ II TOT. 
I've checked both manual and on both I found this quote:

"Resource Support: Regardless of city size, each military unit beyond
the third a
city supports require one shield each turn. Settlers require two food
for support."

I've to say that my copy of civ II is translated in italian, instead my
copy of
civ II TOT is in english.

In my manuals, that note, is on the paragraph that describes communism
features, 
in the Governments section.

But, instead of dispute on what civilopedia or manuals say, why don't
you start 
a game and try to use communist government, to see the effect?
