Provinces or States


Description 
Borders of provinces (like country borders)
Each province collects it's onw tax which it sends to the main coffer.
You make province borders and you set each province an automatic Governer 
(you can turn him of) who controls the production of each city in the 
province and you set him to three states: Military, Peace, half Military half 
Peace.
