The attached patch does:
 - use gtk_pixcomm for the map_canvas in the city dialog of the GTK
   client. This is needed to get a disabled/not-sensitive look and
   feel for the map canvas. This will be used be the city management
   agent.
 - ensures that city report dialog and the change production dialog
   are shown with the full width.
