Make that tree. The viking.ruleset should be norwegian.ruleset. It contains 
the Norwegian flag and the norwegian city list. Maybe they consider 
themselves the only true vikings, but Danes and Swedes consider themselves 
vikings too.

This would be easier to change than american.ruleset because there is a 
proper word for Norwegians.
